Summary: PennEnvironment strongly supports the increased production of renewable energy in Pennsylvania, and we strongly support the state taking action through a renewable portfolio standard (RPS) to ensure that increased renewable energy production occurs. The Commonwealth has tremendous renewable energy potential, specifically with regard to wind power, and capitalizing on this potential will have positive benefits for our environment, our health, our energy security, and our economy. While PennEnvironment is very supportive of the intent of all three proposals (SB 962, SB 1030, and the Governor’s proposal) we also urge the Committee to consider several changes to SB 1030 and/or the Governor’s proposal before sending this legislation to the Senate floor. These suggested changes would guarantee that these proposals would promote only clean and renewable energy development in Pennsylvania. Overall, SB 962 would do the most to achieve the multiple objectives of cleaning up our energy supply and reducing the negative environmental and public health impacts of our energy sources.
